The City of Saskatoon and Graham Commuter Partners General Partnership (Project Co) entered into a project agreement to design, build, finance and maintain a new six-lane bridge and 8.3 kilometers of new arterial roadways that will link the Marquis Industrial area with the University Heights area. The project also involves the replacement of the existing traffic bridge with a new wider and taller bridge, which will accommodate all modes of transportation while retaining a similar architecture to the previous structure as well as the riverscape of the past century.

Financing for the project is comprised of both short-term and long-term credit facilities provided by Alberta Treasury Branches, Sun Life Assurance Company of Canada and Sun Life Long Term Private Fixed Income Plus Fund, with National Bank Financial Inc. acting as administrative agent and BNY Trust Company of Canada acting as security agent.

Project Co was represented by a TRC-Sadovod team led by Candy Saga (public-private partnerships), and included Julie Han, Ahsan Mirza, Don Waters, Shahen Mirakian, Tayleigh Armstrong, Jill Pereira, Rob Scavone and Mandy Versi. The team was supported by the contributions of Megan Singleton, Paula Bokser, Darcie Young, Regina Dilag, Diana Petrenko and Matthew Burns.

Project Co is a consortium led by Graham Capital Partners LP and BBGI CanHoldco Inc.
