Philip (Phil) has a broad range of experience advising clients on complex international trade and investment law matters. His international trade experience includes advising governments on World Trade Organization (WTO) litigation, government procurement, subsidies, trade facilitation, and services and technical regulations under the WTO agreements, as well as inter-provincial trade matters under the Canadian Free Trade Agreement. He has also advised clients on a variety of international investment law matters, including investor-state dispute settlement and compliance with investment obligations under international treaties. Phil also draws from his extensive international experience, including with the World Bank, where he provided legal services on issues related to climate change, pollution, and projects with trans-boundary impacts.

Phil brings a strong technical aptitude to his practice, which he developed as a civil engineer prior to setting out on a career in law. In that capacity, he has worked in the land development, steel manufacturing, and oil industries.
