Harbour City Solutions General Partnership and the City of Hamilton enters into an Agreement to operate Biosolids Management Facility – a P3 Project

On March 28, 2017, Harbour City Solutions General Partnership (“Project Co”) and the City of Hamilton entered into a project agreement to design, build, finance, maintain and operate a biosolids management facility for the City of Hamilton.

The $106-million biosolids management facility will use a thermal drying process to transform biomass into fertilizer and fuel. Construction for the project will be financed by way of a short-term facility provided by Federation des caisses Desjardins du Quebec and a long-term facility provided The Manufacturers Life Insurance Company.
